The spokesman of the commission said that the priority will be biased toward biking and walking. The city will create a safe, convenient and comfortable environment for cyclists and pedestrians. Traffic jams have prompted Beijing to limit the number of vehicles, encourage public transport and restore the popularity of bicycles, the once dominant vehicles on Chinese roads whose lanes are now commonly occupied by automobiles as a result of increased car ownership. Beijing also plans to follow a national guideline to build a dense network of narrow roads. Big cities in China usually feature wide yet loosely-distributed roads, which experts say are inefficient and unfriendly to pedestrians.

Other fellow wingsuit fliers who are participating in this year's October 11-13 World Wingsuit Championship held a moment of silence for him on Wednesday afternoon, local media said. "We all do this out of our passion, so all these athletes who are here doing because that's they love to do, and they're passionate and devoted, and that's what Victor would have wanted. So that's the reason we wanted to also honour him and to continue this event," an unnamed wingsuit flyer told local media. In an August interview conducted in Switzerland by the same local television station, Kovats said he was looking forward to the October World Wingsuit Championship held at a park in China's Tianmen mountain. "Well, it was a nice race, but still it's going to be different this year because we have a new line, which I only saw one video, it's going to be an awesome line," he said. Participants are required to jump from 700-metre-high cliffs, Xinhua added. As a veteran wingsuit flier, the 40-year-old Hungarian had completed 700 wingsuit flights and 125 skydives since his participation in the sport began six years ago, the World Wingsuit League website said.

He has been working for the Public Security Bureau for more than 20 years.
