He observed 48 vessels, 76 aircraft and more than 10,000 service personnel at the South China Sea naval hub of Sanya, including the aircraft carrier Liaoning, the official Xinhua news agency said. More than half of the vessels were commissioned in the five years since Xi came to power, Xinhua said. Six nuclear-powered submarines, including two that carry nuclear-capable intercontinental ballistic missiles, appeared during the parade. Seventy-six naval aircraft flew overhead, including helicopters, fighter jets, bombers and electronic warfare aircraft. China has spent the past two decades building a "blue-water'' navy able to project force into the Indian and Pacific oceans, which surround the country's growing economic interests in Africa, the Middle East and Southeast Asia. "Because Xi Jinping has attached his name to it [BRI] very prominently, there's very little space for more critical pieces looking at some of the problematic issues," says Benjamin Haas, Beijing correspondent for The Guardian. "One of them is the fact that China is going to be building coal-fired power plants in many developing countries, which is obviously not good for the environment. But you never see an article that is just focusing on the negative aspects of this project," Haas says. The propaganda machine is also trying to shape the conversation on social media. Censors are vetting political jokes and commentary. New laws are restricting who can distribute news, and which VPNs, virtual private networks, can be used to circumvent what has come to be known as the 'great firewall' of China. "The approaching 19th Congress is probably the most important of its kind since the Cultural Revolution," explains Chang Ping, former news director for Southern Weekend. Control of the media is as strict as ever, but this time it's particularly stringent, on both online and traditional outlets." The relationship between Chinese media and the Communist Party was forged by Chairman Mao, founder of the Party and the country's leader for nearly three decades. In 1942, Mao said "the struggle for the liberation of the Chinese people has to be fought on two fronts: the pen and the gun". There have been periods of loosened media restrictions over the past years, but now is definitely not one of those times. President Xi's ambitions for China have meant the screws have been tightened considerably. Once critical investigative outlets like the Southern Weekend newspaper and the Caijing magazine have been reigned in and a string of journalists have been paraded on CCTV, confessing to crimes. In 2016, Xi toured the three major state-owned outlets: news agency Xinhua, national newspaper China Daily and Central Chinese Television headquarters. He asked for the media's "absolute loyalty" to the party. With the political stakes so high for President Xi Jinping, Beijing is building a bigger, better firewall to block dissident content online or in the mainstream news media. China plans to send up 10 more satellites from the southern island of Hainan over the next three years to plug surveillance gaps over the sea. The plan surfaced on Friday after a US think tank released satellite images showing what it said was “more Chinese infrastructure built on seven artificial South China Sea islands,” South China Morning Post reported. “When completed, the satellite network would be able to monitor the South China Sea around the clock and analyse every object in the waters in detail, including the structure of vessels,” Hainan Daily quoted Li Xiaoming, from the Sanya Institute of Remote Sensing and Digital Earth, as saying. According to state-run Xinhua, “China will launch the satellites, including more sophisticated ‘hyperspectral’ and ‘synthetic aperture radar’ satellites, by 2021 to conduct round-the-clock remote-sensing over the busy waterway.” China has expanded surveillance and military facilities in the South China Sea amid competing claims from the Philippines, Vietnam, Taiwan, Brunei and Malaysia. The Washington-based Asia Maritime Transparency Initiative said China had added 29 hectares of infrastructure to seven artificial South China Sea islands since early last year, adding the build-up suggested Beijing would develop the bigger outposts into fully-functioning air and naval bases. China's Xinhua News Agency launched a new line of information products on Thursday to help global investors form better partnerships under the Belt and Road Initiative. Xinhua President Cai Mingzhao says, the new "Xinhua Silk Road" products, designed and managed by Xinhua, aim to provide a platform for commodity trade and investment cooperation among governments and companies in countries along the Belt and Road. The Internet-based package is currently available in both Chinese and English, including four major products and services -- the Silk Road Database, Xinhua Credit Reports, Consulting and Thinktank Services and a "business match-making" instant messaging system. The Belt and Road Initiative, proposed by China in 2013, is a trade and infrastructure network that includes the Silk Road Economic Belt and the 21st Century Maritime Silk Road. The network connects Asia, Europe and Africa and passes through more than 60 countries and regions with a population of about 4.4 billion.
